CASE STUDY
Queensland Government Agency Remediates Operational Risk and Establishes Azure Cloud Foundations with Codify
OVERVIEW

A Queensland Government justice sector agency engaged Codify after an external assessment by a big four consultancy identified operational risks within its bespoke .NET based management system, including vulnerabilities in a document management capability that processes more than 10,000 documents per day. Any disruption would have directly impacted frontline officers’ ability to access critical information.
The agency needed a partner capable of both remediating application and operational risk and supporting its first transition from on premises infrastructure to Microsoft Azure, in alignment with Queensland Government Enterprise Architecture (QGEA) standards.
Codify was selected to deliver:
Application Risk Remediation
Azure Cloud Strategy & Migration Planning
Governance, Security, and Cost Optimisation
Knowledge Transfer and Azure Capability Uplift
This engagement established a secure, compliant, and future ready Azure foundation for the agency’s ongoing cloud adoption.
CHALLENGES
Legacy Architecture Creating Operational and Workforce Risk.
Although the system used modern supporting technologies, its underlying architecture was legacy and increasingly difficult to maintain. Internal efforts had reduced some risk, but the external review highlighted issues that could compromise workforce operations.
“One of those issues was around the technology supporting our document management facility… Had a problem occurred, our officers would have been impacted operationally.”
Manager, Business Systems & Applications
“We needed expertise not just in remediating the application risk, but also in assisting our teams in deploying to the cloud for the first time… Microsoft suggested that we engage with Codify to get the best outcome to what we were trying to achieve.”
Manager, Business Systems & Applications
First Transition to Azure, with QGEA Compliance Requirements.
This project represented the agency’s first move from on premises infrastructure to cloud services. The agency needed:
Guidance selecting the right Azure capabilities
Support deploying workloads to Azure for the first time
Alignment with QGEA architecture, security, and privacy standards
Confidence in governance, cost control, and operational readiness
Codify and the agency recognised two core objectives:
- Remediate the identified application and operational risks
- Establish a secure, compliant Azure foundation aligned with QGEA standards
This required coordination across applications, infrastructure, cyber security, and information management teams, all supported by Codify’s structured approach and government aligned delivery model.
SOLUTIONS
Risk Remediation and Azure Migration Planning
Codify worked closely with stakeholders across multiple government teams to design a secure, compliant, and future ready Azure solution.
Codify delivered:
Detailed remediation of identified application risks
Azure Landing Zone design aligned with QGEA standards
Migration planning for the agency’s .NET application and document management workloads
Privacy and security considerations integrated into the solution design
“Ben and Josh had a thorough understanding of dealing with the complexities of government agencies… We needed to pull in several different teams to achieve our objectives.”
Manager, Business Systems & Applications
“Codify led us through the whole process from start to finish… They instigated several formal training sessions and made sure knowledge was captured and passed on.”
Manager, Business Systems & Applications
Knowledge Transfer and Azure Capability Uplift
A major component of the engagement was building internal capability.
Codify provided:
Formal Azure training sessions
Documentation and knowledge capture
Hands on guidance for infrastructure and application teams
Support for cyber security and information management stakeholders
Developing Secure, Cost Optimised Azure Cloud Solutions
Moving to Azure introduced new considerations around consumption based billing, governance, and cost control. Codify guided the agency through best practices for:
Azure cost optimisation
Consumption based budgeting
Governance and operational controls
Secure deployment patterns
“As you move into Azure, there are things that are easy to overlook, like costs involved around consumption… It was helpful to plan not just the best solution for security and performance, but also from an ongoing cost perspective.”
Manager, Business Systems & Applications
“After years of dealing with consultancies, I honestly can’t fault Ben and Josh and the team at Codify… The engagement was second to none…. Even since the engagement has ended, they’re always happy to take time out to have a conversation… Our journey to Azure has just started, and they’re more than happy to assist us in any way they can.”
